Instead of copying the template file (Garvel.gl) into the new project root, customise the name field with the newly created project's name and create the configuration file

The Garvel.gl file that is part of a new project's skeleton stub is a static file. Either have a new mechanism of generating the configuration file for new projects, and/or provide a way of pre-populating the name field of the configuration file with the project name supplied by the user.
