Create a snap for tmate.

Hello @ericsnowcurrently , I'm sorry for the late reply, I'm not very informed about the snap packaging system however as far as I know it's an independent way to retrieve packages so I'm not sure how it could be integrated into the ppa system, maybe if @nviennot is interested it would need to create another repository for it, tmate-snap?
