So far in modify_final_network HVDC links and hydrogen pipelines to non European partners are built from scratch every planning horizon. This does not reflect reality since connections built in 2030 are a prerequisite for the network 2035.
To reflect this, those links have to have a build_year, a unique index with the build_year as well as a lifetime.
