Better rate limiting

My self-hosted Hastebin-derived pastebin has recently fallen victim to a slow attack where someone has filled my server with null values over the course of a few days, filling my disk in just under two days. Would it be possible to introduce some kind of "x requests per hour/day" rate limit to prevent this?
