Bootstrap should be installed using npm:

Because it provides a more flexible setup and allows easier updating this should replace the old static files completely. Maybe it's worth to wait until Bootstrap 4 is released because it will have SASS support built in.

Because we switched to Foundation as default CSS framework (see #93) the Cookiecutter options must allow to choose between Bootstrap and Foundation 6.
