Ingest Headways per stop #76

We should create a dynamo table that stores the average headways by week per stop

I want to be able to look up any stop in the system and figure out the average headways for that stop by week.

Inbound/outbound could be combined or seperate, no real opinion on that

Use cases:

More aggregated headways stats for the dashboard
Transit Score per station on the land use map
