The ridership graphs do not account for the time of year when calculating the percentage of historical maximum. This means that even pre-pandemic dates will show 50%-60% in December around the holiday season, when this is a normal dip in ridership historically. Ideally, this percentage should be (ridership at date / maximum ridership for same time of year).
