Integrate Regional Rail Explorer with Commuter Rail on Data Dashboard

We're adding Commuter Rail to the dashboard in #894. When we do so, we'll be showing the same graphs as the rapid transit lines, which means, we're going to be showing a lot of hour and two hour headways. I think this is a perfect opportunity to link out to the regional rail explorer

We should maybe recreate an abridged UI of this:

That then links out to the regional rail explorer and reports.

The goal would be to discuss and show the benefits of regional rail without cannibalizing the regional rail explorer, and in fact, driving more traffic there
