Need to come up with basic distribution of client submissions to mobile workers.

Current thoughts:
-Round robin to each registered mobile user

Issues:
-Need to rate limit clients or rate-limit sending to mobile workers or both
-Need to determine how long before we either give up or send to a new mobile worker for assessment
