Drop support for Hive 3.x

What

Stop supporting Hive 3.x in lakefs:

• Update relevant esti tests to Hive 4.x
• Officially announce lakefs Hive 3.x support EOL

If additional steps are needed please let me know, I'm unfamiliar with this area of lakefs.

Why

Apache has announced Hive 3.x EOL on October 24.

We encountered it in #8728, where we had to switch the download URL for Hive 3.x from www.apache.org to archive.apache.org (done in #8732).

To emphasize: this is hive the SQL query engine we're talking about. Nothing to do with HMS the Hive Metadata Server.

Thanks, @yonipeleg33 ! I'm strongly in favour of supporting Hive 4.x and not Hive 3.x. (Of course lakeFS will still work with earlier Hive releases, add it does today. It will just not be part of our CI, and continued support for these releases will not gate our releases.)

There is no point in granting 4.x current releases a lower level of support than some obsolete 3.x version from >4 years ago.
