Tooltip UX is inconsistent

Twitter Bootstrap tooltips are a little unreliable and wonky

• sometimes the tooltip won't show
• the mouse pointer changing to the typing cursor is confusing
• the message is often too small and not very readable

We need to rethink the entire concept of "hey, User, you might want to know this!" from a UX standpoint.
