Current behaviour

None of the bots are spawning in the world. I can run the npcbot commands, for example ".npcbot spawn 70001" to spawn a bot but I cannot afford them.

Expected behaviour

Bots available to hire automatically appear.

Steps to reproduce the problem

New deployment of a azeroth core wotlk install through the docker compose file in the repo.
Open Wow.exe
Create a avatar and check starting zone
