Sorry if you already knew this, but you can add them locally.
It looks like you already have the files in the right structure, so all you'd need to do is add the folder to "...\FoundryVTT\Data\modules\clocks\themes" and add the name of the folder to the array of names in the file "...\FoundryVTT\Data\modules\clocks\modules\clock.js" on line 12

sadly that doesn't work on Forge I guess. is there any chance we'll be able to add more themes in general?
