Goal: Node Operator incentive and uptime control mechanism #655

Rewards are held in a smart contract onchain, and are release via a multisig. Users claim rewards from the contract, effectively saving the Truflation team from having to pay large amount of gas costs to distribute rewards. Kwil will write and audit the contract.
