Goal: Leverage Kwil 0.9 Improvements

• Problem: Updating array elements is inefficient #551 (maybe 3x faster queries)

Important aspects for us that might need action:

• Support builds with customizable branding
• Kuneiform updates: many new functions and syntax improvements
• Data privacy modes: node peer filtering, and private RPC mode with authenticated calls.
  • This helps us protect data if needed. For now, anyone can synchronize with our data.

Creating this goal separate from other Improve xyz because it's actionable on current TN version

Since we are skipping 0.9 and directly moving to 0.10. I think we should close this goal. Is there any concern @outerlook?

no problems! just to be clear too, we didn't skip the 0.9, we had it... what we didn't do are the
read optimizations on the contract that 0.9 enabled at the time
