I wonder if Office365/Outlook should be on the outreach list. They claim to support ARC, but do they really? Their DMARC implementation seems kind of half-assed, and the impression I get from DMARC reports that Google sends me is that they accept Microsoft's breaking of DKIM simply because it's Microsoft.
