There are at least three other events to model/map in the utility life cycle.
Forking of a utility. Where a utility transitions into two or more utilities. e.g. a country divides into multiple countries. And the inverse...
Merging utilities. e.g. where one utility takes over another utility, like adopting a failing utility. Or where several consolidate and combine to reduce redundancy.
and
End Of Life. How a utility retires itself. Gracefully, with notification and other duties to stakeholders. Or abruptly.
