Distinguish fatal error and temporal error when sending notify messages

Because many spammers use false addresses in the from fields and insert false return-path headers, our script sees "user unknown fatal error" when sending notify messages. And worse, this will causes the wrong categorization of our mailing list server as spam relay server. Therefore, we had to distinguish fatal error and temporal error, and must not repeat sending notify messages when seeing fatal errors.
