Sometimes GHCR returns a 403 Forbidden error when pushing an 'invalid' tag name. It is unclear what makes the tags invalid.

#23 ERROR: failed to push ghcr.io/tue-robotics/tue-env-ros-noetic:dependabot_github_actions_vlaurin_action-ghcr-prune-0.6.0-amd64: unexpected status from POST request to https://ghcr.io/v2/tue-robotics/tue-env-ros-noetic/blobs/uploads/: 403 Forbidden
