Partition delete doesn't work if partition is removed from configuration.

Context

partition delete command currently uses only the configuration to find a partition.

If a partition exists but is then subsequently removed from config it can not be deleted with the command, instead an error is returned saying it wasn't found.

We should determine if we have partitions which are orphaned from config and utilise this also.
