Add IPv6 addresses support

At this moment, not all public seed nodes running in the clear-net are visible for others because of censorship reasons.

To solve this issue, we need to implement IPv6 addresses support, and run few seeders in the yggdrasil network as option.

Maybe a nice think to create specified twister-core tree, that running in the yggdrasil localnet by default as the twister network not requires clear-net in it current implementation.
