Maybe revising some upper bounds is sufficient to support GHC 9.8.

It would be very nice if the bounds are adjusted to support both GHC 9.8 and GHC 9.10

ascii-char also needs a bump

rejecting: ascii-char-1.0.1.0 (conflict: base==4.20.0.0/installed-8a80, ascii-char => base^>=4.14 || ^>=4.15 || ^>=4.16 || ^>=4.17 || ^>=4.18 || ^>=4.19)
