updated documentation and cybag_oa details

I wanted to ask if there are more up-to-date/complete documentation for the BAG_framework
and additionally documentation related to the sub-module cybag_oa

is there a forum for BAG users to exchange information

@Fahmy-E, there isn't a forum yet, however as part of the MOSAIC and Cascode-labs groups, we're trying to get one added to stack overflow. We just need to have enough members and proposed questions at the stack overflow "Area 51" community proposal site.

@Fahmy-E There is a fork of BAG2 packages at https://gitlab.com/mosaic_group/mosaic_BAG that has the compiled documentation also for BAG_framework at https://mosaic_group.gitlab.io/mosaic_BAG/virtuoso_template/BAG2_framework/index.html

Submodule cybag_oa AFAIK requires C-header files that are not open, which limits its use in open projects.
