this is the SMEMS_HAMMER file in the chipyard/vlsi/Makefile.

I am using nangate45 and the default RocketConfig. you need to have OpenROAD-flow installed and loaded into your environment to reproduce the bug

to reproduce, simply go to chipyard/vlsi, and make tech_name=nangate45 srams
