upload limits (filesize)

I think we do need to implement a check. I think we should make a guess and adapt with feedback.

For context, we have a 200MB per upload with the a2p project. We've had issues with longer and/or high-quality videos files needing to be larger.

Toward the purpose of this project, what are the uses of these files and what type of files are there:

• Image, including animated GIF
• Video
• Audio
• PDF
• Other?

I think only video has a strong case for larger file sizes, but what kind of videos do we think artists will want to upload? A five hour performance video? A 30-second clip?
