Either having an editbutton, or have edit info show up when you hover over profile-photo in profile

We currently have a distinction in the look of the profile picture when the user hovers - however, would be great if a little bar could pop up on the lower half of the image with the text "Change" or "Select" "New" or "Update"

Issue for fall 2019 - especially important to find a good solution on mobile.
