User request: Visual Studio Code extension for Jupyter

Access to Jupyter Notebooks on ERDA throug Visual Studio Code editor.
Benefit would be to allow users to get the sense, that they are running locally on their own machine, even if running on ERDA.
User have volunteered to test, if needed.

Assessment from SCIENCE HPC:
VS Code extension exists, but the challenge lies in forwarding WebSockets.
This is a feature we want to support, but have lacked time to implement.
