Create in-page section menu based on heading levels #115

For the strategy posts, there are more sections than can be easily scrolled through. It'd be better to have an in-page menu to jump down the page to sections based on their h2, h3, h4 etc heading levels.

@fjumawan will add some examples.

What do you think, @enriquezm?

Note: This would only need to appear on the Strategy page template for now, as there may be unnecessary headings assigned inside a how-to tutorial.

@billymeinke @fjumawan created a table of contents for strategies. Still need to work on dynamically moving it around based on page position.
