New release for C++17 support?

It seems like conda-forge updated their compilers and now we get failures for std::random_shuffle

Hey @hmaarrfk,

awesome that you keep monitoring vigra so closely. I'd favor path releases here to adding more patches to the feedstock. Would also give us the chance to fix other small things like #551
