Login problems

Logging in is increasingly a problem. It appears that a cache flush is required any time someone hasn't turned off their computer, but navigated away from the site. Once cache is cleared and you successfully login, the app actually logs someone in but throws them back to the login screen. Then you have to click around into discussions or groups or something else and it will allow them to add, and shows them logged in. Is anyone else having this problem? 13.1.0

And before you tell me to update, let me just say that the problems with the newest version were too numerous to tackle. Setting up the initial SMTP didn't work, file permissions were all wonky and I don't understand enough about the software to be able to pick thru all the system files and set correction permissions for a basic fresh installation.
