Fix Quotes for OBS TSVs #625

OBS resources are different in twl and tn in use of quotes:

non-OBS TSVs use original language in the quotes column and then generate the GL quotes through lookup in aligned bible.
OBS resources use GL words in quotes column, so may need to copy those words to GL quotes column so highlighting selected words will work in GWE
