We never had CLOPS working in the async dispatch/polling settings, because that wasn't supported by the CLOPS function from https://github.com/qiskit-community/qiskit-device-benchmarking/
Given the new framework from #128, we want to reintroduce CLOPS and make sure it works cross-platform on all backends suppoerted by metriq-gym.
