The Oracle.ManagedDataAccess.Core package is only available on GTK or WPF platforms. Both they and wasm are .NET platforms, so they are indistinguishable.

There is no way to implement a common base library now.

This is an empty project created with the latest template. This bug can be reproduced. Thanks.

@Daoting this likely means that there's a missing implicit dependency for the package. Make sure that there's a package providing the kerberos.net.dll dependency.
