Clean up TabBar styles to actually look good and be useable with the Default Fluent theme

  • Utilize the common Lightweight Styling resource keys
  • Clean up docs to separate Material specific styles and resources from the default Fluent guidance
  • Add Fluent section to TabBar section of Gallery
