What would you like to be added

AccelerateBuildsInVisualStudio currently breaks the skia runtime replacement targets, causing reference binaries to be placed at the wrong places.

Why is this needed

It can enhance build performance, in some cases.

For which platform

Skia (WPF), Skia (GTK on Linux/macOS/Windows), Skia (Linux Framebuffer)
