Current behavior
When a project has all available targets in the
TargetFrameworks, if the-desktoptarget is selected in the debuggger, thePublishcontext menu on the project is disabled.Expected behavior
The context menu is enabled.
How to reproduce it (as minimally and precisely as possible)

Workaround
In order to use the publish feature, temporarily remove the ios, android and catalyst targets from the list.
