For all Dashboard --> Configuration --> General fields, add "i" icon next to field name which, when the cursor hovers over it, displays a box with help text

For all Dashboard --> Configuration --> Metadata, , add "i" icon next to all metadata field names which, when the cursor hovers over it, displays a box with help text (from metadata dictionary)
