[Issue]: Confirmation toast when "Sending Treasury Report by Email" button click is successful

Why is this issue important?

Right now there's no confirmation when the "Send Treasury Report by Email" button is clicked so it's unclear to users if it's sent

Current State

When you click "Send Treasury Report by email" button, nothing happens

Expected State

Confirmation toast should generate (i.e. similar to toast when you successfully create an upload). It should say something like "Treasury Report has been sent"
