[Issue]: Ohio's treasury report not including subrecipients from 1A projects

Why is this issue important?

Subrecipient file is not reflecting all subrecipients

Current State

• Subrecipients from 1C projects are displaying for Ohio in the treasury report subrecipient file
• Subrecipients from 1A projects are not displaying (COM NET INC and Cincinnatti Bell Extended Territories LLC are the names of the two 1a subrecipients we expect to see in the file but do not)

Expected State

all new subrecipients should display in treasury report files
