Delete treasury report when requested force-regenerate #510

Current State

  • There is no way to force-regenerate the treasury report

Expected State

  • User hits the force-regenerate button and the treasury report is deleted from s3 and kicked-off with a full-set of inputs.

This should address issue where projects in overwritten or invalidated files are included in the treasury report
EDIT 11/21 - #517 is the issue that will address this - this issue is only to add this to developer tools

Just making sure, but there's no force-regenerate button today, right?

@nowei that is correct there is no button today to force-regenerate. This ticket will also require a front-end button to kick-off force regenerate. For now that button can be added to /treasury-report-developer-tools URL.

Ahh, okay; I think the BE/lambda changes are done to support deleting the treasury file from s3: #515

I can open another PR to hook it up to a button afterwards.
