User Personas & Scenarios

User personas have been used to inform our research as we create the US Forms System. As the project continues, we may identify and define additional personas to help inform product scope and direction.

The primary personas we've identified are developers and form owners.

Note: Form end users are not included in these personas due to the library's use of the US Web Design System, which meets all basic usability and accessibility requirements.

Developers

The first phase of the US Forms System was scoped primarily to the developer experience. The developer works for the Federal Government as an employee or contractor to transform an existing government paper or PDF form into an HTML web form. The developer is familiar with React and the JSON Schema standard, but does not necessarily know these technologies well. They need thorough documentation to be successful using the library.

Form Owners

For the next phase of the US Forms System, the team will work to understand the experience of the form owner. A form owner maintains an existing paper or PDF form, and is often the program manager for a form and the service it provides. They are very familiar with the contents of the form, as well as the users who complete the form. In order to create their form or forms, they work with a developer or team of developers.
