The codecov upload rate limit is hit in our CI, if the PR is coming from a fork, which is the normal case.
In this situation, the repo secret seems unavailable for the CI, and a generic codecov token is used, see codecov/feedback#301 (comment).
Putting the codecov-token into the codecov.yaml file would be a solution, if the repo is closed and access is trusted, which is not the case for Open-Source :)
So no idea how to fix it, yet.
