The way in which the site header is implemented currently allows contributor images to cover up part (or all) of the banner background image. It would be better if any amount of contributor logos simply pushed the banner image over as well.
This could be accomplished by removing all the position absolute styles and just using a display inline block or some other layout.

Can we just remove the banner image and use a primary/secondary color on the site banner? Something like this feels much less distracting and (IMHO) highlights the page content:
@jmfee-usgs@ehunter-usgs I thought Eddie was suggesting that we drop the banner, but keep the logos. I think we should keep the banner because that's important branding for EHP (at least until USGS subsumes all the websites and mandates a new template for all non-Drupal webpages). The logos at the top make for a cluttered look, but I understand the importance of their prominence for the regional networks. Maybe we need to brainstorm alternative locations for the logos again.
