Add code to support test SOAP headers in messages from Initiating Gateway

The Toolkit simulators can ensure that SAML header values are legal. However, there are times when other specifications place additional requirements on the content/value in the SOAP header. This is specifically the case for XUA requirements that are referenced in the QHIN Technical Framework.
Need to adjust Java code in toolkit to support evaluation of IG requests (Query Document, Retrieve Document, Send Document) after the fact. Use the existing model to look through all logs and find one or more transactions that meet all requirements.
