cp: force not implemented on windows

cp overwrites the file on Windows without `-f``.
I wonder if this behavior is planned or not. I think it important to have the same behavior on different platforms.

If no one work on this, I would like to help in a few weeks.

I realized my initial concern stemmed from a misunderstanding of how cp behaves on Windows. Since the -f option is not yet implemented, I mentioned implementing it, but I now think it might not align with my original intentions. I'm closing the issue to avoid confusion. Thanks for understanding!
