[FEATURE] Archiving a course evaluation

As a

• coordinator, I would like to be able to archive a course evaluation
• coordinator, I will not see the course evaluation that has been archived in the listing, unless I have specifically said I want to show the archived
• reviewer, I will not see the course evaluation that has been archived in the listing, unless I have specifically said I want to show the archived

Describe the solution you'd like

Similar to the IndEAAv1, there is a button to toggle whether I want the archived to be shown.

Additional context

This is a deferred feature originally created (but not optimise) in IndEAAv1. This is deferred because it is a feature that is not needed as part of MVP
