Command History in GUI Console

The ubiquitous "up arrow" to recall the previous command - Would be good to have an equivalent to it. Probably a button, with a helpful keyboard shortcut (ctrl-up?) or perhaps automatically triggering if you press "up" in an empty entry box. Can be done at the console level - only really the Qt console is a priority. (FLTK is just more of a fallback.)
