Description
When attempting to publish through the Central Portal, a deployment ID must be provided with the --repository parameter. This requirement is causing issues with our current deployment process.

Steps to Reproduce
Attempt to publish a library through the Central Portal
Observe the error message indicating that a deployment ID is required.
