Display Notification to user on Variables tab for an Empty Category with no States yet

the states had that variables section is that when you create a new category, the variables section is empty, so in my mind I thought "Categories don't have variables" and never looked there again....

Perhaps placeholder text could go there instead?

Or perhaps the collapse section still exists, but it says "No Variables modified by a state yet"
