Is your feature request related to a problem? Please describe.
There are 45 open dependabot PRs.

Describe the solution you'd like
Change dependabot updates to be grouped together, at least the minor/patch updates. Right now, it's hard to see meaningful PRs because there is so much dependabot noise.

dev(ci): add --break-system-packages to pip install

Partially resolves vercel#8025

Only use break system install on macos

Try extra brew install

Brew install on mac, pip install on rest

Try using windows-2019 instead of latest (2022)
